For most e-procurement portals (GeM, state tender sites): a Class 3 DSC with both signing and encryption. For MCA, GST and income-tax filings, signing-only is enough. Portal requirements do vary, so tell us which tender portal you're registering on and we issue the right combination the first time.

As a general rule under current thresholds: EPFO at 20 or more employees, ESIC at 10 or more (with an ESIC wage ceiling per employee — coverage details vary by notification and area).
